Winning in Gaza Requires More Than Military Force

Rethinking Israel’s approach to Hamas and the civilian population
The fight in Gaza is unlike any other conflict Israel has faced. Military operations alone cannot guarantee victory. The situation demands strategies that consider the human, political, and international dimensions of the war. A long-term solution requires addressing the civilians trapped in Gaza and the leadership directing violence from abroad while sustaining pressure on Hamas fighters on the ground.
Sustained Pressure Instead of Occupation
Conquering all of Gaza, especially densely populated areas like Gaza City, would be costly and could drag on for years.
A more strategic approach focuses on keeping Hamas under constant pressure while minimizing Israeli troop commitments. This ongoing campaign gradually weakens the organization until it is no longer a serious threat without the need for formal agreements with Hamas.
Considering Relocation
A controversial but practical measure involves the potential relocation of Gaza’s civilian population. Discussions are reportedly underway with the United States and other countries about voluntary relocation programs. Moving civilians away from areas controlled by Hamas could fundamentally change security dynamics and create a more stable environment.
While politically sensitive, separating the civilian population from Hamas’ military apparatus may be necessary to reduce risk and protect innocent lives.
Targeting Hamas Leadership Abroad
Hamas leaders living in countries like Qatar, Turkey, and Egypt enjoy relative comfort while directing terror campaigns in Gaza. This disconnect makes it impossible to achieve decisive results through military operations alone.
It would seem that international legal and diplomatic measures, including extradition and arrests, should target these leaders directly. Doing so could put pressure on Hamas to negotiate, particularly regarding the release of Israeli and American hostages.

Combining Military and Diplomatic Tools
The key to success in Gaza lies in integrating military operations with international law and diplomacy. By applying pressure on Hamas leaders abroad while maintaining a sustained campaign on the ground, Israel can disrupt the organization’s command structure and reduce its influence over civilians.
This comprehensive approach moves beyond the battlefield and addresses the root causes of the ongoing conflict.
Military might alone will not resolve the conflict. Success depends on a combination of ongoing pressure, civilian safety measures, and international action against Hamas’ leadership abroad.
